A new policy in distance education in the higher education sector

According to the Declaration of schedule of 100 days for the development of human resources of the ministry by His Excellency the Minister of Human Resources Development, a new policy in distance education in the higher education sector it was drafted.

Background

1. The terms of entry 66 of List 1 of the Seventh Schedule to the Constitution of India, and the parliament is competent to make laws to coordinate and determine the standards of higher education research institutions, scientific and technical institutions. Parliament has enacted laws to carry out this responsibility through: the University Grants Commission (UGC) for Higher Education and the General Council of the All India Technical Education (AICTE) for Technical Education. 2. 3. In the recent past, the demand for higher education has increased dramatically across the country because of the awareness about the importance of higher education, while the higher education system can not accommodate this growing demand.

Under these circumstances, a number of institutions, including universities, which are considered private universities, (the government), state universities and even other institutions, which has no authority to the point of the prize, cashing in on the situation by offering distance education programs in a large number of disciplines , ranging from the humanities, engineering, management, etc., at various levels (certified under graduate and graduate degrees). This calls for a much higher degree of coordination between the competent legal authorities, in the first place, UGC, AICTE and IGNOU and authority - the Council of distance Education (December).

5. The Government of India has made clear its position with regard to the recognition of degrees, and obtained through the development of distance, to be acted upon the advice Gazette notice No. 44 dated 01.03.1995.

6. Despite the risks referred to in paragraph 4 above, the importance of distance education in the provision of quality education and training can not be ignored. The development of distance education has an important role for:

(I) provide the opportunity to learn for those who do not have direct access to face-to-face teaching, working people, House wives etc.

(B) provide an opportunity for professionals to update their knowledge, enabling them to switch to the new disciplines and professions and enhance their qualifications for career advancement.

(C) to exploit the potential of information and communication technology (ICT) in teaching and learning process. And

(D) To achieve the goal of 15% of the gross enrollment rate at the end of the 11 and 20% plan by the end of the 12 plan for five years.

7. In order to fulfill its constitutional responsibility to determine and maintain standards in higher education, by ensuring coordination among the various regulatory authorities stipulated also legislatively to ensure the promotion of open education system and remote in the country to meet the aspirations of all the cross--sections of people for higher education, has developed the following policy respect to distance learning to bottom:

(A) In order to ensure proper coordination in regulating levels of higher education in various disciplines through the different modes [ie, face-to-face and distance] and also to ensure the credibility of the degree / diploma and certificates awarded by Indian universities and other education institutions, the upper body, the National Committee arise higher education and scientific research in line with the recommendations of Professor Yash pal Committee / national Commission of knowledge. (E) will be mandatory for all universities and distance education institutions offering education on the use of communications technology (ICT) in the provision of information programs, and management of student and university affairs through a portal or any other such platform.
